She still was his mother figure, who raised him until he was tricked into joining Root, by Hanzô (he noticed him when deciding to ask her about giving an orphan over to him).

My own personal head canon: Nonou Yakushi was a very skilled ninja, a jonin in fact, and a captain of the medical corps. And we know Kabuto made it his business to revive as many skilled ninja as he could get his hands on. But he never revived Nonou. He probably couldn't bring himself to revive his own mother and force her to fight, no matter how twisted he'd become
