Actually, they're not saying "saikyo", they're saying "saikyou".
If it were supposed to be "thank you", it would probably have been written サンキュウ, or "sankyuu." It's helpful to memorize it as 三九 instead.
As for "サイキョウ"'s meaning, my dictionary returns a result of 最強, "saikyou", which translates as "strongest." This seems like a more likely text, so I'll be replacing your notes.
