Well 13yo girls can be gym leaders in the Pokemon world, so considering they hold such a position of responsibility in society we can assume they just mature fast. The futuristic society of Pokemon probably brings kids up on hormone nano-food supplements.

it's not shocking I knew girls in junior high with large breasts for 13 and 14 years old. They hit puberty around 12 so...
