Actually, Kiba seemed to be pretty sweet on Tamaki in chapter 700. I would assume they have a thing. Can't speak for Shino though. He has his bugs I guess...

The light novels shed a bit of light on it. In particular, the one leading up to Naruto and Hinata's wedding. Kiba and Shino go on a quest to get them a really nice bottle of wine, and they meet up with Tamaki. They hit things off, leaving Shino to muse to Akamaru that they've just got each other now. Though the same journey has Shino discovering his aptitude for teaching, leaving him to dedicate his life to his students.
