This is true, but we also have to take into effect that each character comes from a different universe that has it's own laws of physics.
So while some may argue that so or so character would win, we have to take in effect the laws of each universe is different. If Natsu was in One Piece he would must likely have Haki because of his strong will which rivals Luffy.
While Luffy would have access to magic if he was in the Fairytail universe.
In our reality fire would burn rubber, while in another fire wouldn't do shit to rubber.
The only reason people would scream Luffy would win is because of One Piece's large fan base which has also at times been bias towards other manga like Naruto, Bleach, and Fairytail.
but in all honesty if Fairytail and Onepiece ever had a cross over Luffy vs Natsu would end in a draw with Luffy and Natsu becoming friends and beating some big baddie.
