To the idoitic Anons; Yes, while generally speaking underveloped bodies seem to be quite standard, those arent the all-entailing qualities. Facial features, Pubic hair, height, weight, demeanor- all have an impact on what determines what people consider Loli as well. These , in my opinion, are the EXACT defintion of what lolis are.
We mustn't forget that loli derives from LOLITA, which is a sexually attractive young girl aged 9-14. Girls hit pubery at a much younger age than boys, and at these ages, would JUST start to begin developing or showing signs of it. I don't typically straight up disagree with peoples thoughts or opnions, but you anon's are just outright wrong.

It's why etna from disgea is called loli, despite being (thousands?) of years old, and obviously having an adult mind, or shinobu from the gatari' series. She's a 500 year old vampire, but her typical form is that of a loli.
I agree that the term loli, when applies to REAL-LIFE females, can mean anybody from 9-14, as you pointed out. But not in regards to anime females.
