Well, the concept of a school with a very powerfull student council having more power than the staff has been done often in manga,i get why it´s not very believable but i´ve seen it often before so im not gonna complain this far down the road.

It makes a bit sense though. That school is for the Elite with Capital... everything. Part of their work experience is not only helping out but even improving the restaurants they are working in. At some points they outright take the restaurants over and change them. Elite Ten are the top of the School so having influence on school's policies might be considered part of their education and development as chefs and managers.

You know, there's a saying about absolute power. The school was tough enough but because of 6 people, pretty much nobody else is happy and some people could get fired or expelled. They are the elite and should have some say but so do the staff and financiers backing the school.
