I'm assuming this is present-day Severa, and this picture is set after the end of the game. She'll probably turn out a lot differently since both her parents will be alive and not off fighting a war 95% of the time.

That sounds like a fair assessment. Robin doesn't have the mark on his hand in this picture implying this is set after the end of the game.
