Considering the dialogue, I'm fairly certain it really is Lavian and Alicia. The use of 'commander' means it isn't a troop that would join later on; otherwise the commander would be Ramza, not Agrias. A&L were under Agrias' leadership, initially.

TL;DR: It's been 6 years and nobody bothered to draw that conclusion?
