Depends on the woman, but I rather doubt this is a good representative example. Generally breasts aren't as sexually sensitive as Japan thinks they are (honestly this looks kinda uncomfortable to me) so your average girl couldn't cum from that alone. But hey, every body is a little different, every person is a little different in their preferences, so sure, there are probably some who do it like this.

There are definitely some girls who can get off on breasts alone but that's pretty dang rare.
