No, like Genos stated Saitama does have a special power but simply is not aware of it.
My theory is that he's an esper similar to Accelerator, except that instead of conciously manipulating all vectors around him he only affects those related to his physical abilities, like those ensuring his speed, resistance, perception, and apparent strength ; and since he's not that much of an intellectual like Accelerator is, he has no understanding of what a vector may be and thus does all this without thinking about it, it just comes naturally. Pretty sure one would fail trying to explain it to him anyway.
So once that is canceled by Touma's ability, he should be just like an average citizen in good physical shape. Much like Touma in fact, should these 2 clash it might be a draw, but earlier i was thinking of a coop to make Saitama regain thrill : Touma sticks to Saitama with his right hand at all times so Saitama can't use his ability in combat.
I do realize i'm taking the character way more seriously than i'm supposed to, much like TMNT before him, but hey that's what's great about Saitama and the show too. :)

At any rate, touma is a high schooler, and a not a really buff one too, while Saitama is 25, and pretty buff, I'm sure that even if he was just as strong as a normal human (with his body), with this much muscle he'd still beat the crap out of touma.. Just like a normal scrawny high schooler (well one that can still throw a good punch that is) stands no chance against an adult wrestler.
