Being that I've never seen an NPC wear a vault suit or have a pipboy, I can only assume that this is from the perspective of a random passersby.

First, no one is allowed to leave vault 81, and this clearly takes place at the dugout inn in diamond city.
Second, dressing an npc in a vault suit does not give them a pipboy.
