I just assumed laws were getting more lax... they've been successfully airing nipples on TV for at least a year now, it seems. Or, maybe I've just been viewing the DVD versions.

Well it's weird anyway. In 1979-86 there were a number of topless girls in Gundam, as well as a few little boy dicks here and there, but they rolled forward the restrictions since then, it seems. Maybe they didn't consider budding 10 year olds to be actually sexually promiscuous in 1980s (Ple Two).

@#1903190 - From the characters, I'm going with the anime being R-15, something I've been watching lately, though I haven't seen this scene yet, on the 8th of 12 episodes.

Though this upload lists a second source of Kadokawa Shoten, which I'm not familiar with. Perhaps a connection to R-15 or a parody of it?
