Sadly there is an incredible amount of nepotism in the political system of japan. The son of a corrupt or stupid or even good politician is probably also going to be one when he grows up (just like in america I might ad) So this new generation your talking about Mr_Mojo_Risin is probably going to be the sons of the current leaders. Therefor I really don't know if they'll change much or just follow the antiquate ideas of there parents.

I'll say it's less about nepotism and more about them being squeamish about threading anywhere near that law. In a global environment where overly PC is the trend, including 'sanctity of marriage/relationship/sex', Japan in its current self are already unique in the sense they even allow erotica at all even with the censors. They in fact actually have political incentive to make legislation worse but with erotica being so widespread in their existing society there is yet possibility of affecting their voting popularity if they made it worse, so it's in this weird equilibrium state of nobody-will-ever-do-anything.

Censoring genitals has not been mandatory for a couple of years, and there is plenty of uncensored hentai legaly available. But producers still tend to censor their own works, in order to make them appear "less dirty".
