Thus Balrog learns, you mean. They renamed him Vega when they renamed Vega to M. Bison and the boxer Mike Bison to Balrog. Why? Well... there's a tougher one.

It's not that tough to understand why the did it, actually.

At the time, Mike Tyson was going through some very controversial things in his career.

Wanting to avoid any potential lawsuits (And considering how often lawsuits are thrown at games, even today, this isn't a surprise), they swapped Japan's M. Bison to the American Balrog name.

To avoid confusion in fighting tournaments where Japanese and international players often meet, they got designated as such.

Jp M. Bison = Int Balrog = Tourney "Boxer"
Jp Vega = Int M.Bison = Tourney "Dictator"
Jp Balrog = Int Vega = Tourney "Claw"
