The hair is tifa-ish, but her tits are way too small to be tifa. (not that i mind. Really not a fan of mega-huge tits on a woman, real or fantasy)
Like the little hint of bush she has peeking from her shorts, and since she's wielding a weapon, i assume the author drew her as an intelligent zombie?
And last thing..assuming that: 1. She still had a working mind. 2 She was willing. 3. You wouldnt turn from the exposure..would you fuck her? :D
