They could have made Fi a good character if they emphasized how socially clueless she was. There was a funny moment in the game where you could choose a dialog option wondering if a Kikwi you found was Zelda and Fi replies with something like "There is an 89% chance that is not Zelda." More moments like that would have made her endearing.

Cortana is an artificial intelligence in a science fiction game and she has personality. Fi is an artificial intelligence in a MEDIEVAL FANTASY game and she is lifeless.
