It always bugged me how people said Highschool DxD revolutionized the way anime brought about ecchi content; it's like they forgot all about THIS piece of work.

It might depend on how much of a breasthound you are. As much toplessness as DxD has, Seikon just reveled in big, fat, lovingly animated breasts. It went all-in on details with the girls having distinctly different nipples (I feel like Tomo mainstreamed the "busty girl with inverted nipples" thing). I think it was the first ecchi anime to have at least some amount of 'realistic' breast sound effects, as well.
