About 10 bucks a character. The default limit is 8 but some have paid more.

They do (Jadenkaiba is actually twin dudes). Costs more for digital than traditional media.

Pulled from their Deviantart page:

Lineart:
-$20 for 1 character
-$25 for 2 characters

SAI Lineart:
-$25 for 1 character
-$30 for 2 characters

Traditional (colored):
-$30 for 1 character
-$35 for 2 characters
-$70 for 8-character harem
---$5 per extra character added to harem

Digital (colored via Photoshop):
-$40 for 1 character
-$45 for 2 characters
-$80 for 8-character harem
---$5 per extra character added to harem

They also do manga commissions though those run for $40-$80 PER PAGE based on whether they're colored or not and done digitally or traditionally.
