Edward Scissorhands the anime. A series where our titular character fights monsters but is still feared and hunted by the police. Later in the series it turns out the monsters and he were created by the same person!

If only this was real.......

and the big plot twist to that anime is he meets his twin sister who looks just the yamashita shun'ya version of him.
