Yeah, unfortunately if you're not a saiyan, android, god, or main villain you really don't get to WIN a battle in Dragonball (Z, and now Super).
I don't expect Piccolo to whip ass and take names, but throw the guy a bone will you? Let him legitimately win like one or two fights.

Piccolo was still not as strong as the now weakened final form Frost, but was strong enough to be able to win with his Makkankosappo and speed. Combined with hiw strategy meant to immobilize Frost, he did win technically, forcing Frost to cheat a second time. Except this time, Frost got caught.
Also remember that despite his past, Piccolo failed to sense any evil portion in Frost's aura, meaning he was expecting a honorable fair fight as displayed so far. Frost in indeed a master of deception and would probably have saved his popularity among Universe 7 if not for Paco's eyes. Who thinks Paco is an Uchiha ? er... wrong manga...
For his third fight though, Frost is indeed screwed, since he's up against Vegeta who has similar potential than Goku (Frost does not know it yet) and Frost's true nature and weaponry is now known so Vegeta is most likely to use a long range fighting style

Piccolo probably lost because executives and editors wanted it to happen. That's just my theory, though.
