Please remember that, no matter what, Saitama never, ever goes all-out in either speed or power, and always modulates how much he uses for everything.
That up there was as much speed as Saitama felt Bang deserved for his stunt. If Saitama went as fast as he's ever allowed himself to display at any point, a speed clone of Saitama would be hitting Bang up to 99 times while Bang dodged the one he could see.

As comedic as it may be supposed to be, people still consider it seriously to some degree because it's so damn good in the first place. Consider it a tribute to its awesomeness. ;)
The TMNT franchise during its early years went exactly through the same, as the 80s TV show was initially intented as a big toys commercial but was so good you could argue its writers missed the point, and as a consequence people started taking the franchise very seriously on a global scale, cimenting the future of the franchise (for better AND for worse, but that's beside the point ;) )
So back to One Punch Man, yeah it is supposed to be commedic, but because it's so good people take it seriously and analyze it. Very rarely will you see analytic people critisizing anything like lack of realism though (even when they point it out they accept it) precisely because they usually know it's not supposed to be serious to begin with. Does it mean we should stop being serious about it ? Hell no, if we can have fun both with the jokes and the lore, let's do both. Maybe we'll even get to see the birth of a new TMNT phenomenon in the coming years. ;)
