No context really, just a random sketch that Mashima put up on his twitter. He does it a lot actually.

Doesn't seem to have been uploaded to Gelbooru, but he also recently did an image set of Caveman Natsu and Lucy.

Well there was a special chapter a few year ago where Lucy,Natsu and Happy wanted to learn transformation magic from Mira. The chapter was mostly just gags of Natsu turning into Lucy with his shirt open and what would happy if Happy(who is completly naked) turned into her.
