I'd say it's more of an issue of the VN's particular art style. Animating the scene frame by frame would be difficult given the amount of shading and details, even by looking at this scene. ZyX was a much simpler style, making animations easier to pull off. Even now the most recent ZyX games use tweening in some way due to the complications caused by the change in art. For this kind of art style I'd say motion tweening is perfectly acceptable.
