Based on the text, a teacher (I'm gonna guess middle school) is charging students for the use of a room with beds for them to fuck to their heart's content.

Again, my speculation, but I'm gonna guess after a series of students getting caught doing it in places like the alley behind the school or the locker room, this teacher saw a way to make a quick buck.

A plot twist I came up with just after posting my last comment, the teacher is the Sex Ed teacher, and has slightly modified her lessons to entice students to come to the room.
