I'm pretty sure Flora survives in Revelations; she only dies in Birthright as far as I'm aware. Meanwhile, you only get Scarlet for 2 chapters in Revelations before she's killed off. It's unfortunate, too; she's one of my favorite Corrinsexuals in the game.
