In the world of this series, everyone is born with a "quirk". It's kind of like the X-Men if they had like, an arbitrary number of years past the point the mutations became rampant on humanity, and now pretty much 90% of the population has a power of some kind to the point where no one gives a damn anymore.
Her ability seems to be hereditary, as seen by her parents in the Manga. She's got frog powers. Like a frog. She has a long, stretchy and powerful tongue, she can stick to surfaces, swim super well and she can shoot out her stomach.
...She said she could do it. I believe it.

Her other outfit is her costume, which was made to accommodate her quirk, the weird frog feet are just to help her, it's part of the costume(at least as far as I can tell). Her biology is still that of a human, she just has frog like characteristics
