They are primarily weasels, but their designs used a couple of cat-like features.

When a creature's only got 3 claws per paw they can't really help it. The middle claw is usually longer as well and that certainly doesn't help.

Not just any kind of Weasel, their based off Youkai called Kumatachi's, Scythe weasel's who manifest themselves as wind.

Interesting note, in regards to the pokemon cards. There's a card of Sneasel with an attack called "Nyan roll"...I guess GameFreak felt they were cute enough for the cat-like attack, or something.
