Not quite. They're all Capcom and Sega characters, due to the Sonic and Mega Man crossover comics. If they ever did make a Sega VS Capcom fighting game (HA a man can dream), the roster would look something like this.

This is from the second Sonic/Megaman crossover "Worlds United."
Basically, one of Eggman's planned ripped open holes into other worlds and accidentally gives Sigma a means to expand his conquest.
It's the Sega vs. Capcom if either game company was about to get their shit together.

... but theses two company must be the two more messed up with executive meddling that we'll probably get nothing elses than more of this sonic boom crap; and megaman staying in oblivion to be only allowed a big appearance in smash bros.
