Hentai artists are artists first and foremost anyway, aren't they ? If the drawing style fits, they can do whatever theme they need to, not just hentai.

I believe this was mostly intelligent systems. Nintendo allowed it, but I doubt they would of picked hentai artists themselves. IS gets away with a lot more than most other Nintendo focus devs.
