There's more to it than simply breast envy. There are enough hints in the anime to show that Yoshika is into Lynette. Not to mention the fact that Yoshika dreams about getting some yuri. Almost every girl in Strike Witches seems to be yuri for another girl.

@Anon936014 - Well, that's what happens when your commanding officer (Minna) forbids any male contact while in service. The girls have to let their affections out somehow.

Not to mention that yuri just seems to be all too common in anime, so I guess they are just going with the flow.
