Not directly, no. However, the wiki page for "loli" says it should only be used for characters with the body of a child. Large breasts is most definitely not a feature of a child's body. Similarly to how we consider futanari to be neither male nor female despite having features of each, we consider oppai lolis to be neither adult nor child.
