You're definitely correct. I have screenshots of all the female event scenes I've completed on my PS4. Upon checking, Silica has completely bare legs, making her look even more sexy. However, I have the retail disc version, so I think it is safe to say both versions have it. Unless they patch it, but this isn't Japan. It's rated T here in the US so we should be safe.
