No, you cannot pick up used Pokeballs in any game. In the main games, Pokemon always enter the ball. So, The Pokemon literally have to break out of the ball, making it unusable.

In GO, however, Pokeballs that miss the Pokemon are treated the same as ones hat break. Cheap, maybe, but think of it as incentive to git gud at throwing balls.
