A) OFA can be given to a person with a quirk, if I remember right. This involves relatively recent flashbacks though.
B) I don't think she has OFA. He newly conceived baby has it, and he is the one that is doing the face.

Yea, OFA can be received by someone with a quirk, that's the main idea of it, as it adds to its abilities by being given to another person with a quirk. That said it also can't be passed on unless the current OFA owner wishes it.
