He has a cool, sleek design far more refined than the other robot Sonic clones and he appeared in a game that took a big technological leap. Sega also hyped him up as a rival, having him appear on the cover art and making him the focal point of the OVA and so on. Sonic CD is also considered something of a "cult" game and has a very devoted following so its fans naturally love practically everything about it, including him.

However, in the actual game you barely see the little chump, and the much-ballyhooed race against him is more boring and frustrating than memorable. The stage is short and bland, laid out in such a way that it basically gives you just enough space to get up to running speed before it throws an upslope or spikes at you to slow you down. It's thrilling the first time you play it but the novelty wears off immediately since it's basically Straight Line Zone.

Also Metal's rubberband AI is extremely cheap; he doesn't move very fast and it's simple to leave him in the dust but once he activates Maximum Overdrive it stays on until he overtakes you no matter how far ahead of him you got. If this happens to be towards the end of the stage you basically screwed yourself by getting too far ahead as he'll pass you up just before the finish gate. Also he likes to smack into you, knocking you straight back into Robotnik's instakill laser. If you're moving fast enough that the screen scrolls ahead of you, this can be very hard to dodge. To top it all off, he dies like a total pansy when you win; he doesn't even get zapped with the laser, he just smacks into the gate and falls to pieces like a cheap Chinese-made toy.

Ironically he is much more fun to battle against in Sonic Triple Trouble on the Game Gear. It's a real, proper boss fight, and he moves extremely fast and is challenging but fair in his attacks.

I thought this battle was pretty fun in Generations.

As for why he's liked, for me at least, it's because of Heroes. He had a genuinely good plan that almost worked, and get an interesting deconstruction of the robot clone cliche, as he starts losing his mind, simultaneously wanting to kill the organic Sonic, but also claiming to be the original. Also a cool design as Neo Metal Sonic.
