I'm no expert, but I think this artist is rather clever. I'll explain my theory, the girls are being rendered as meat for human consumption.
Thus girl = meat. The reason why I assume the creator made this scenario grotesque is because of his/her disapproval of the general view of anime girls by the status quo. It's not a perversion, but a unique statement/protest being portrayed here. Most likely a feminist statement, I suppose.
