I don't know who this is, but I can say for certain that she is not a character in Fire Emblem if, or any Fire Emblem I've ever played for that matter.

She's Shade, one of the original characters from the trading card game, Fire Emblem Cipher. She, as well as her 3 companions, will also make their video game debut as playable characters in Fire Emblem Echoes: Shadows of Valentia due to the FE Cipher crossover happening as part of the DLC plans for it. Her relation to FE if is from the fact she is a Nohrian woman and series 6 of the cards involves all involved characters assisting the nations of Nohr and Hoshido.
