Ariamis was my first guess too, and if she's Friede's sister it makes even more sense cause back in ye-olden times children were often named closely to their parents, so Ariamis could be named after her father Ariandel, however that brings up the problem that DS3 takes place after DS1 and this girl alludes to Priscilla's home being the one she wants to paint but with both Artorias of the Abyss and The Old Hunters taking place back in time, it's not unbelievable that the World of Ariandel rests before the events of DS1. Priscilla's tower, the bird/human hybrids, and the snowy landscape could be the Painting Girl's inspiration for the Painted World of Ariamis, rather than the two actually being the same world.
Just what went through my head when I saw her, but unfortunately, like more things in Souls, nothing is directly confirmed, and her name is never said in game, so nothing concrete :(

The Painter's probably a crossbreed like Priscilla and Yorshka, but she lacks a tail. Her in-game textures shows that she has scales covering her face, arms and feet. Her eyes are also reptilian, reminiscent of Priscilla, although the Painter's eyes are reddish-orange while Priscilla's eyes are green.
She also seem to take some painting lessons from her mother, judging by her dialogue after we killed Friede and Ariandel. I don't think she's Ariamis, but rather a descendant of Ariamis and Priscilla. How Yorshka fit in all this mess I don't know.
