Japanese wikipedia told me at the page of "torture".
It says, "In Edo period, whipping and 'ishidaki' had not be regarded as 'torture' but 'interrogation' method". If you do not confess your crime insisting that you are innocent while they whip on you, then they make you "ishidaki" as "interrogation". So, I believe I would strip off her clothes then I will find many whip marks on her skin. :)
