Well think of it this way 99% of the crime in kanto is probably linked to team rocket in some way anything happens to them then she's out of the job

Interesting how everyone immediately assumes corruption. What if she was Team Rocket before changing her ways and becoming a cop (ie. Nanu) but still has the tattoos. Or got them while under deep cover.
