Ultima Weapon is better in Locke's hands though so that he can use the broken-ass Ultima Weapon+Valiant Knife+Genji Glove+Master's Scroll combo.

I give it to Edgar instead, Locke gets ridiculous stat boosts + long range + instant kill ability with Genji Glove and two Wing Edges. I also give Celes the Scimitar/Zantetsuken, I keep the Ragnarok Esper.

Edgar should have a spear so that he can get bonus damage from Jump attacks with the Dragoon Boots and Dragon Horn relics. If you want Edgar to attack without waiting for jump time, then Tools are always better than regular attacks. Double Wing Edge on Locke pales in comparison to Ultima Weapon+Valiant Knife+Master's Scroll. It's better to use Merit Awards to give the Wing Edges to other characters who desperately need a good weapon and some stat boosts.
