Nah, Ash is on the recieving end of a lot of slapstick, but he hasn't gotten any dumber. In this very scene, he mentions that he's used to being trampled by Tauros because he owns 30 of them, and he recognized a Stoutland before the Rotom Dex pulled up the info on it.

Yeah the haven't dumbed down Ash at all this season, but he is recieving most of the comical pain.
