Technically the most lethal of the toxins are concentrated in the "teeth" crystals. The slime that make up Alolan Grimer isn't all that bad. Probably at worse a minor irritant.

I think it is a reference to Koga because a some point in the manga Pokemon Adventures, he wears a grimer on his shoulders in a similar way.
