They're called The Imperfect, they reside in Dragons Sanctum within the Crown Of The Sunken King DLC, they are (To the best of my knowledge) the only respawning enemy that drops petrified dragon bones, and they're a serious pain in the ass to fight.

Some people also believe that these things are the decendants of the dragon butts of Izalith. I personally like this idea.
