You can usually only get consistent quality like this in a 12 episode series. Dragonball Z and Super were/are long running shows so they should be given the benefit of the doubt imo.

Hunter x Hunter was pretty consistent and is not a 12 episode serie. They just want to make a lot of benefits so they employed some random chineses.

Touei is a massive animation studio that has been in business since 1954. They do produce quality, but they also have produced 9 to 15 shows a year, every year, for the past 40 years. Kyoani does like at most two shows a year, so you can expect more focused art design on a regular basis.

If by "consistent" you mean worked on by 4 different studios across a movie, a OVA and 2 separate TV series across a 16 years timespan, then yeah. The animation in Hunter x Hunter was pretty consistent.
