I think it's because, in service to the narrative, the two are paired up frequently... to provide exposition.

Aizawa will begin an explanation, Tsuyu will ask a clarifying question, and Aizawa will elaborate.
It happens surprisingly often.

I was re-watching the anime and there's a moment, when the villains attack for the first time, when shigaraki it's about to disintegrate tsuyu's head and aizawa (beated up as fuck for nomu) save her.

It's not a hugh shipping reason though
