I think that the censor bar is supposed to invoke japanese porn magazines which'll often show pictures of women with censoring over the eyes.

As for the public bit....well, I agree that it's a rather tough sell without a proper background, but at the same time, she sure doesn't look like she's inside either.

She's also running, which is something traditionally practiced outside, but yeah, I agree that any form of background would've helped.
