Technically, the Nohr Royal family (The 4 seen in the above photo) are descendants of dragons. Not dragons but... related.

@DingusPingus: Also, the only ability they seem to have that stems from that heritage is the ability to channel the power of dragon veins; which is also passed onto their children. (Namely Seigbert, Forrest, and whomever Elise and Camilla are the mothers of) It's also likely a big part of the reason why they all tend to have overall good stats; being related to a dragon god sure does have it's perks!
And to expand a bit on what was said earlier, the only units in the game that are able to actually turn into dragons in the game are Kamui (or Corrin if you prefer), Kana, and any other child unit that is the son or daughter of your avatar.
