I tried sourcing it and found a japanese twitter (twitter.com/ninopal/status/843865954563969024). There are more pics of the character ("akane") so it might be the source... but not 100% certain since the pixiv account linked to the twitter account has no trace of the charcter

yeah, this is akane kotonoha the voiceroid character. the outfit and hair are the same. i don't know about the source/artist, though.
